About EmPaci


Empowering Participatory Budgeting in the Baltic Sea Region (EmPaci)​

Participatory budgeting is a democratic decision-making process in which members of the public are involved in the preparation and adoption of local or national budgets. Only a few municipalities in the BSR have used participatory budgeting, and it is typical that politically active and educated men aged between 35 and 65 are more likely to be involved in such participatory processes. The EmPaci project aims to promote the involvement of municipalities and different social groups in participatory budgeting, strengthen the capacity of municipalities, and foster transnational, municipal, and grassroots cooperation. Our client had a Drupal website ready to submit a project to. Each submission had to be processed manually, which took a considerable amount of time and required several calls to clarify information.




Midis' task was updating the website's application procedure and integrating a map showing all approved projects.

​Authorization


To submit a project, you must first confirm your identity using the authentication tools available on www.latvija.lv. pieejamos autentifikācijas līdzekļus.

​Submitting a project


There are 8 steps to submitting a project, where all the necessary information about the project is provided.

  • When submitting a project, you can add additional fields.
  • Specify the location that will appear on the map.
  • Upload files.​
  • Add images and edit them by cropping unnecessary parts.

Projects can only be submitted in March, after which they are processed and voted on by citizens.

​Vote on the project


Voting is possible in the same way as submitting a project, using the authentication tools available on www.latvija.lv. pieejamos autentifikācijas līdzekļus.

For votes to count, a voter needs to vote on three projects. (the administrator may set the minimum and maximum number of votes)


​Map


When you enter the website, each user can access a map showing projects by location.

You can zoom in on the project address to see the name, budget, and number of votes.

For this project, the map was implemented using Google Maps and OpenStreetMap.

This type of implementation was carried out because the OpenStreetMap object labeling on the map is more appropriate for such a project.


​Task

Modernise and improve the balso.vidzeme.lv website, facilitating application processing and ensuring validation of the applicant and the voter for the project.

​Solution

Application form with eight steps, document upload, image upload, image cropping functionality, and login via latvija.lv portal and project overview on a map.

Simplified project application process and user validation.
